As the Legislature prepares to debate the fiscal year 2012-13 budget, I will continue to make education a top priority for the future of our children, our economy and our state. In the current budget, pre-K through grade 12 education received an appropriation of $9.34 billion, an amount equaling about one-third of the entire state budget. Although I do not think that more money is the only answer to the education challenges facing our state, this amount does represent the largest investment ever of Pennsylvania state government dollars into education funding and the future of our state.

Each year, the state Legislature considers, on average, 3,000 new bills. In 2011, exactly 3,419 bills were introduced, of which only 148 were enacted into law (just over 4 percent). That small number certainly reflects the challenges of trying to move a bill through the legislative process and into law. It is daunting, but is also a rewarding sense of accomplishment.

Upon the Legislature’s return to action in Harrisburg in January, I will be initiating efforts to reform how Pennsylvania funds and administers public sector pensions in the state. Given all the ongoing budget challenges, the escalating fiscal weight of pensions threatens to implode the fiscal health of many school districts, local governments and even the state government itself.

I am proud to join a small cadre of my colleagues in the state Legislature in once again refusing to accept the automatic pay raise that goes into effect this week. These automatic pay hikes were put into place in 1995, long before I entered the state Legislature. In these difficult budgetary times, this money more properly belongs to the taxpayers, and I therefore will return it to the state treasury for the benefit of the people of Pennsylvania. In fact, if all state legislators returned their COLAs, it would replenish the state’s coffers to the tune of nearly half a million dollars.
